Yes, that could very well be a photographer, but don't know if it is Hart or even if Hart took that Houseworth stereoview. Several of the Houseworth images were variants of images also published by Hart, but Houseworth #1351 does not seem to be one of those.
It seems unlikely to me that the man in the light colored jacket in the Houseworth photo is Hart – I'd expect him to be behind the camera. I suppose it is possible that the photo was taken by an assistant. but for that matter, we don't even know just who the photographer was for this photo – we know that Houseworth employed several different photographers – and the photos that we know were Harts and published by Houseworth were generally taken earlier.
