North vs. South

Was there a compromise that allowed this to happen because of tensions between north and south?

No. The first transcontinental railroad was able to be built along the chosen route, not because of a compromise, but because the Southern Senators resigned as a result of the Civil War, so that the remaining Senators could pass the Pacific Railroad Act of July 1, 1862.
