Interesting... very similar to the Western Pacific maps at the National archive, including the seal. It doesn't seem to have the commissioner's signatures.
The price is interesting as well. Historic maps have been used as an investment by some, and the seller seems to be trying to cash in on that. I suspect ebay isn't the vehicle for that market ...
