Question about 'Jupiter' photograph

What is the unusual tall structure behind the 'Jupiter' locomotive (with Chinese) in this photograph. Where is this? (Any other information about this unknown?)

The locomotive is V&T no. 12 Genoa. The car is V&T no. 16. The location is either New York World's Fair in 193[9]-40, or Chicago Wheels-a-Rollin' in 1949.

Regrettably, the original CPRR's Jupiter and the UPRR's No. 119 locomotives that were at the Promontory, Utah ceremony on May 10, 1869 were both scrapped (in 1901 and 1903, respectively).

In the 20th century, other replacement locomotives were painted and lettered to resemble the scrapped originals, as shown, for example, in the above photo.

Later, for the 1969 centennial, replica CPRR Jupiter and UPRR 119 locomotives were built.
