These are coupons from a railroad bond that were periodically cashed, with a hole punched to cancel each of them. The cashed bond coupons were then pasted on a piece of paper to keep track of them, as was common practice in the 19th century.
"The Rocky River Railroad was operated between 1869 and 1881 on a single track over a roadbed following the same right of way through Lakewood as today’s Norfolk and Western."
