Folsom Roundhouse Site

This brass plate was found at the site of the first roundhouse in Folsom, California.
The plate measures 4-1/8" L by 2-3/8" W.
The letters: C.P.R.R. Co. are stamped on the plate measuring 1" long by 1/8" high.
Question: Where might this plate have been mounted?

I'm pretty sure that the "brass plate" is part of a band used to clamp an air hose.

Enticing finds!
To my eyes the stamped metal artifact resembles a collar such as those used to anchor a rain downspout, if only because of the machine-pressed stiffing ribs. Is this perhaps made from copper rather than brass? I'd also say from the two flanges at the extreme ends that this items once may have had a mating, similar component, either coupled in tension or maybe lightly soldered together.
The lock is similar to a complete one I own (marked CPRR of Cal) that dates to the 1870s. Since the hasp is gone from your specimen, I'm surprised it wasn't tossed into the reclaimed brass scrap pile for re-use at the Sacramento CPRR Foundry.
