Identification of unknown piece of hardware

Attached are images of a brass item found along the old CPRR grade by a friend of mine.

It's brass; about 2 3/8" x 4 3/4".

My thoughts are that it is part of an oiler or a water level indicator.

Any ideas on what it is? ...
