A railroad's rules change regularly. What year are you looking for? Historic rules will be found in various museums. The current rules would need to come from UP, but their 1994 rules may be found online.

The currrent code is restricted to employees. Beginning in the 1980's and perhaps before, most railroads in the country adopted a uniform code of operating rules, one version of which from the mid-1990's is available as a pdf on the internet.
