How did the railroad companies acquire the rights of way for their trackage? Eminent Domain? Government program? Did they survey and record their rights of way?

The Central Pacific and Union Pacific Railroad companies (first transcontinental railroad) acquired their rights of way and half of the adjacent parcels of land (the government retained the other half of the alternate parcels) by Act of Congress in 1862, signed by President Lincoln (See sections #2 and #3 of the Pacific Railroad Act),

Thank you!!! I’m working on a project that suggests (as its major premise) that railroads and their ROWs predate many (if not most) municipalities.
