Is it possible to drive to signal peak or red mountain lookout? If so where can I get directions.

The brief answer is yes!
How To: Proceed East on I-80 to the Cisco Grove exit. At the end of the off ramp (assuming you are going East, towards Reno) Turn LEFT, go over the freeway.
At the stop (at the end of the bridge) turn Left again.
Proceed to ALMOST the entrance to the "fee" campground, you will find a single lane paved road on your right. Turn right, up that road.
Go over the creek, and keep going.
Proceed on the most heavily traveled road, remember that you are going to an SBC PGE facility. Turn to the left, when possible.
THIS ROAD IS FOR FOUR WHEEL ONLY, and normally only after July 1. This year, maybe August 1!
